Louisiana Law to Cut Liability Premiums for Commercial Vehicles with Dashcams

Starting January 1, 2026, commercial policyholders in Louisiana will have the opportunity to reduce liability insurance premiums through a newly enacted law. House Bill 549 mandates insurers to offer premium discounts for commercial vehicles equipped with dashboard cameras and telematics systems, tools that provide valuable video and data evidence in the event of road incidents. This initiative aims to enhance roadway safety, combat insurance fraud, and lower operating costs for businesses relying on commercial fleets.

The legislation targets commercial motor vehicle policies, specifically offering discounts only on the liability coverage segment, while discounts on comprehensive or collision coverage remain optional for insurers. Surplus lines insurers are excluded from this requirement. Policyholders must maintain operational dash cams or telematics devices to retain the discount, with non-compliance resulting in removal at policy renewal unless compliance is reestablished.

To assess the effectiveness of the program, insurers will submit annual compliance and discount impact reports to the Louisiana Department of Insurance. These reports will track uptake and outcomes, and from June 1, 2027, the Insurance Commissioner will provide yearly summaries to legislative insurance committees. This regulatory oversight underscores a data-driven approach to monitoring market impact and safety improvements.
