Dane County's Health Insurance Plan Adjustments Amid Fiscal Deficit

Dane County Executive Melissa Agard has proposed strategic adjustments to the county's employee health insurance plans as part of budget measures to address operational costs.

Since assuming office in 2024, Agard faces a $32 million deficit and is now working on a fiscal strategy that reduces reliance on reserve funds while attempting to balance the county's challenging financial landscape. Her proposal seeks County Board approval to tap into over $23 million in reserves for the upcoming budget, a marked decrease from previous years' usage. This approach demonstrates an effort to address the structural issues in county budgeting by better aligning expenses with revenue.

Steps Toward Fiscal Stability

Upon taking office, Agard confronted a $32 million deficit, tackling it with pragmatic budget cuts and strategic use of reserves. By eliminating 31 vacant positions and reducing salary and service contract spending by 1%, she managed to stabilize the most recent budget while still drawing on over $27 million in reserves. This method helped shrink the expected 2027 deficit to around $15 million, paving the way for more sustainable fiscal practices.

Insurance Plan Revisions

Given the significant financial strain caused by premium-free employee health insurance, reducing healthcare expenses has become a fiscal priority. Agard has tasked the insurance committee with finding $5 million in savings. The committee's recommendations include plan modifications to save an estimated $1.3 million through a transition to a preferred provider network.

Broader Budget Adjustments

Agard's financial plan proposes reducing expenditures by $10 million while attempting to reinstate previously cut wages, particularly impacting unoccupied public safety roles. The budget aims to decrease the dependence on surplus funds even as overall spending sees a $30 million increase from the previous year. The budget spans funding for critical departments like public safety, housing, economic support, and community services.
