California Health Insurance Rate Adjustments for 2027

Covered California has announced preliminary rate adjustments for 2027, highlighting a 9.9% weighted average increase. This update welcomes a new insurance carrier to the market, urging enrollees to consider more cost-effective health insurance plans to offset increasing costs.

The proposed rate changes are largely influenced by rising healthcare and pharmaceutical expenses, coupled with broader industry pressures. Federal policy shifts, including the expiration of enhanced tax credits, have significantly impacted premium affordability. Jessica Altman, Executive Director of Covered California, notes the ongoing challenges from federal policy decisions, emphasizing, "The fallout from these federal actions continues to reduce affordability and put health insurance out of reach for too many."

In response, California is strengthening its state subsidy program. The state allocated $300 million in 2026 to aid individuals earning up to 200% of the federal poverty level. As a result, over 500,000 Californians are projected to benefit from state subsidies in 2027. Governor Gavin Newsom underscores the advantages, stating, "Investing in the health of our residents is good for people. It’s also good policy."

Despite these shifts, Covered California maintains a competitive edge with 1,785,000 enrollees as of March 2026, which has helped keep premium increases below the national median. Active negotiations with insurers ensure the marketplace remains one of the most affordable, offering diverse health insurance plan choices across regions.

CalOptima Health is set to join the marketplace in 2027 in Orange County, while Molina Healthcare will exit certain regions, affecting about 1,600 enrollees. Transition support will assist these individuals in choosing new plans or defaulting to the lowest-cost option within the same tier.

California’s strategic rate negotiations and subsidy programs reflect a steadfast commitment to the Affordable Care Act’s goals, addressing healthcare accessibility and affordability amidst rising costs. These efforts are crucial in shielding most enrollees from premium hikes, maintaining the marketplace's appeal.
