Stability in Citizens Property Insurance Policy Count Amid Legislative Reforms
Efforts to reduce the number of policies held by Citizens Property Insurance Corporation have effectively lowered its policy count to a notable low. However, officials anticipate this figure will inevitably rise, though not as sharply as previous increases. This projected stability can be attributed to legislative reforms enacted in 2022 and 2023.
Tim Cerio, the President and CEO of Citizens Property Insurance, informed board members during a conference call that current depopulation initiatives have decreased the policy count to 278,662 as of last week. According to Cerio, it appears that they are at an all-time low for probable maximum loss for Citizens policy insurance, which he attributes to recent reforms.
The significant drop from the 1.41 million policies reported in October 2023 reflects financial challenges in the private insurance market. These challenges previously resulted in an influx of homeowners to Citizens, making it Florida's largest property insurer. Cerio highlighted that legislative changes are expected to moderate future fluctuations in the policy count, offering more stability even in less favorable market conditions.
Legislative Reforms and Market Dynamics
Recent legislative adjustments have primarily aimed to mitigate the legal expenses faced by insurers. Additionally, the absence of hurricanes over the past year has alleviated pressure on homeowners insurance rates, encouraging new insurers to enter the Florida market. The state has pursued a strategy to limit Citizens' policy numbers to reduce financial exposure in the event of major hurricanes.
Citizens was originally established to provide coverage for homeowners unable to secure affordable policies from private insurers. This has resulted in fluctuating policy counts based on private market dynamics. Florida Insurance Commissioner Mike Yaworsky recently stated that the current health of the insurance market is the strongest it has been in a decade. He emphasized the industry's preparedness, noting that well-capitalized companies are ready for the oncoming hurricane season should the worst happen.
The policy count for Citizens peaked at 1.48 million in late 2012. This led to the implementation of a series of depopulation strategies, including a "clearinghouse" system directing policyholders to private insurers when coverage prices were comparable. By 2019, the policy count had decreased to just under 420,000.
Governor Ron DeSantis recently signed legislation (SB 1028) to establish a new clearinghouse for commercial policies. This law will allow surplus lines insurers—those not licensed in Florida but acknowledged as eligible insurers—to participate in policy takeouts, providing further depopulation avenues for Citizens.
