China's New Policies to Boost Automobile Consumption and Aftermarket Opportunities

The Ministry of Commerce in China, in collaboration with various governmental departments, has implemented a comprehensive set of policies to enhance the automobile consumption sector across the entire value chain. This strategic initiative introduces crucial pilot reforms in automobile circulation, positioning the aftermarket as a central development strategy.

Announced jointly by the Ministry of Commerce and seven other departments, 40 cities are designated as pilot locations to drive these reforms. Each city is encouraged to capitalize on local industry strengths while addressing sector-specific challenges such as regulatory bottlenecks. The objective is to enhance reform efforts by creating new consumption scenarios and business models, fostering integrated development across commerce, tourism, culture, sports, and wellness sectors.

Regional Policy Focuses

The policy delineates specific regional focuses: Tianjin will emphasize vehicle modification and motorsports, Shenyang in Liaoning will focus on used car circulation, Yangzhou in Jiangsu will dive into RV camping, and Weinan in Shaanxi will concentrate on vehicle recycling. Meanwhile, Beijing’s Chaoyang district and Guangzhou lead in vehicle modification, Shanghai’s Jiading district focuses on classic cars, and Hangzhou will optimize purchasing restrictions. Zhuzhou aims to develop a comprehensive automotive ecosystem involving exhibitions, racing, and sales.

The Ministry of Commerce, in conjunction with eight other departments, also outlined guidelines to nurture the auto aftermarket industry. These include regulatory framework establishment for vehicle modification, development of the RV camping and motorsports industries, innovation in classic car models, and enhancement of maintenance and insurance services.

Vehicle Modification and Classic Cars

Vehicle modification policies will include establishing management systems and tier-based oversight while refining vehicle inspection and registration processes. The creation of national standards for modified parts, along with establishing a sub-committee under the National Automotive Standardization Technical Committee, is also highlighted.

Guidelines for classic cars include defining identification rules and fostering related business models, such as trading and exhibitions. Motorsports strategies involve organizing multi-level events and introducing international competitions tailored to local needs. The policy also encourages educational institutions to develop motorsport-related programs to cultivate professional talent.

Innovation in Maintenance and Insurance

In terms of maintenance and insurance, automakers are urged to not limit consumer choices for service providers, promoting a more inclusive approach. The notice also encourages NEV and battery manufacturers to facilitate access to repair technologies, shifting from replacement to repair strategies. In the insurance sector, exploration of coverage models that separate vehicle and battery aspects is suggested.

This comprehensive policy collection aims to establish a national institutional framework by transitioning from pilot initiatives. It seeks to recalibrate China's automotive industry focus from mere expansion to balanced development, emphasizing optimization and innovation.
