Allstate Legal Action Against Fraudulent Healthcare Practices

Several Allstate companies have initiated a federal legal action alleging widespread auto insurance fraud led by a Houston-based family and a network of healthcare-related businesses. Filed on April 10, 2026, in the U.S. District Court for the Southern District of Texas, the lawsuit names four members of the Roopani family: Sohail Roopani, Anil Roopani, Rahil Roopani, M.D., and Barketali Roopani. Additionally, it lists at least 16 related entities, including medical practices and imaging centers in Houston.

The complaint alleges these defendants managed healthcare businesses through multiple entities such as Sunny Trail Investments, LLC, and Edloe Health, LLC. These reportedly controlled operations at Core MD Management and several imaging and pain management centers. According to Allstate, these businesses invoiced the insurer for unnecessary medical services that were either not performed or violated Texas law.

Allstate claims to have paid $426,960.67 directly to the defendants, with an additional $7,478,757.76 linked to bodily injury claims from purportedly fraudulent medical documentation. The lawsuit outlines a corporate setup intended to mask ownership and control, with three family members identified as unlicensed. While Rahil Roopani, M.D., is a licensed medical professional, the complaint suggests his role was only nominal, lacking direct patient care involvement.

The filing details referral practices where chiropractors allegedly used standardized forms to funnel patients into the network for predetermined treatments, irrespective of individual needs. This constitutes unlawful self-referrals and solicitation practices according to the lawsuit. Allstate emphasizes its policy terms, which exclude coverage for medically unnecessary treatments, fraudulent billing, or services contravening state law.

This legal action is grounded in the federal Racketeer Influenced and Corrupt Organizations Act, alongside allegations of fraud and conspiracy. Allstate seeks treble damages, injunctive relief, and a judgment to prevent the defendants from receiving payments on current or future claims under Allstate policies. As the proceedings are still in the preliminary phase, a decision on the case's merits has yet to be reached.
