Enhancing Cancer Care Through the New Oncology Care Model

The U.S. Department of Health and Human Services (HHS) has launched a groundbreaking payment and care delivery model to enhance cancer care. This initiative aims to improve healthcare quality and optimize expenditure by providing 24-hour access to healthcare practitioners for cancer patients. The focus is on value-based care, aligning with HHS's broader strategy of delivering quality over quantity.

Cancer continues to be one of the most prevalent diseases in the United States, with over 1.6 million new cases annually. According to the National Institutes of Health, cancer-related medical costs and lost productivity reached $263.8 billion in 2010. A significant number of these patients are over 65, forming a large segment of Medicare beneficiaries.

Dr. Conway highlighted that the initiative builds on insights from various stakeholders, including the medical, business, and consumer sectors. The objective is to offer high-quality, continuous care for Medicare beneficiaries with cancer, while rewarding providers for delivering superior service. This initiative supports the Affordable Care Act's "better care, smarter spending, healthier people" mission, especially through CMS Innovation Center efforts.

The new Oncology Care Model is crafted to enable physician-led practices to enhance care quality. The Centers for Medicare & Medicaid Services (CMS) invites more payers to join the effort to elevate oncology care for a larger patient base. The model promotes coordinated care systems, reducing costs and improving outcomes via performance-based payments.

HHS focuses on linking payments to care quality, promoting innovation in care delivery, and encouraging extensive information sharing to support informed decisions. These efforts represent a strategic shift to align Medicare payments more closely with care quality instead of volume.

Dr. Conway stressed the Oncology Care Model's potential to significantly advance cancer care for a complex patient population. It supports physician practices in managing the administrative and operational challenges of chemotherapy, rewarding those who improve patient experiences and health outcomes.

Eligibility for the Oncology Care Model includes physician group practices and solo practitioners offering chemotherapy under Medicare services. Other payers, including commercial insurers, Medicare Advantage plans, and Medicaid, are encouraged to apply via the Oncology Care Model inbox. The CMS website provides a comprehensive application process and additional model information. The CMS Innovation Center, created under the Affordable Care Act, continues to drive efforts to reduce program expenses while ensuring high-quality care for Medicare, Medicaid, and CHIP beneficiaries.
