MNsure Open Enrollment Sees 8% Drop in Private Health Insurance Sign-Ups

The latest MNsure open enrollment period concluded with a notable decrease in private health insurance enrollments, dropping 8% from the previous year to a total of 139,251 enrolled individuals for 2026. This compares to 151,512 participants the prior year. According to MNsure CEO Libby Caulum, the expiration of Congress's enhanced savings options has heightened affordability concerns among consumers.

The number of sign-ups, including those who were automatically re-enrolled or canceled their plans, decreased by 3% to a total of 162,211. These figures may adjust in the spring as individuals finalize their first premium payments. Meanwhile, the MNsure help line experienced a surge in consumer inquiries, with over 165,000 calls—representing a 29% increase compared to the last enrollment season. Additionally, there were record-breaking visits to the MNsure website, particularly for information on financial assistance and accessing certified assisters.

With rising premiums, many participants explored cost-saving options, leading to an 87% increase in policyholders changing their plans, predominantly toward more affordable ones. Caulum highlighted the collaborative efforts of MNsure and its partners—brokers, navigators, and application counselors—in assisting Minnesotans to secure suitable coverage. For those who missed the January 15 enrollment deadline, certain qualifying life events, such as marriage, childbirth, or losing employer-based insurance, may allow enrollment outside the standard period. Additionally, residents eligible for Medical Assistance, MinnesotaCare, or those in federally recognized tribes can opt for MNsure coverage year-round.
