Citizens Property Insurance Cuts Policy Count: Key Changes and Impacts

The Citizens Property Insurance Corporation has dropped its policy count below 400,000 as it advances initiatives to transfer clients back to private insurance carriers. By December 19, the corporation maintained 396,387 policies, marking a reduction from 436,165 policies just the previous week. This represents the lowest policy count since at least 2012, with projections estimating a further decline to 385,000 by year-end.

Originally intended as an insurer of last resort, Citizens grew rapidly starting in 2020 as regulatory compliance requirements and financial challenges pressured private carriers. By 2023, it had become the state's largest insurer, underwriting policies for up to 1.4 million policyholders. The policy count has since gradually decreased, largely due to a "depopulation" strategy aimed at moving policies back to private industry players.

Legislative reforms enacted in 2022 have further motivated private insurers to reassume risks by reducing litigation exposure, thus enhancing regulatory compliance alignment.
