Task Force Tackles Extreme Weather’s Impact on Insurance Costs

The Hutchins Center on Fiscal and Monetary Policy at the Brookings Institution has established the Task Force on Reducing the Impact of Extreme Weather on Insurance Costs and Availability. This initiative responds to the rising challenges severe weather events pose to the insurance industry, aiming to generate actionable recommendations for both government and private sectors. The task force seeks to address issues related to escalating insurance costs resulting from hurricanes, windstorms, wildfires, and floods, which threaten homeowners' insurance availability.

Chaired by Steve Bartlett, former CEO of the Financial Services Roundtable, and Robert Litan, a senior fellow at Brookings, the task force includes 11 experts with in-depth knowledge of economics, finance, and insurance. Their efforts will concentrate on recommending policy measures such as updating building codes, providing incentives for homeowners to enhance property resilience, tapping into capital markets, and improving regulatory compliance frameworks. This initiative is supported by academic research funded by the Hutchins Center, reflecting a commitment to informed decision-making.

The task force aims to deliver comprehensive findings and strategic guidance by mid-2027, with oversight provided by David Wessel. Financial backing from Arnold Ventures underscores Brookings' dedication to producing independent research that influences policy effectively. Comprising renowned figures like Sean Becketti, economist and financial modeling expert, Karen Clark, CEO of KC & Co., and Dave Jones, former California Insurance Commissioner, the group is poised to develop sustainable solutions for insurance markets endangered by climate-related risks. By focusing on regulatory compliance and risk management, Brookings solidifies its role in delivering research that drives secure policy planning amidst these industry challenges.
