The Democratic-backed proposal sought a three-year extension of these subsidies without modifications, while the Republican alternative proposed providing eligible low-income individuals with health savings account (HSA) contributions up to $1,500. Both bills fell short of the 60-vote threshold needed to advance, with identical vote counts of 51-48 against cloture motions.
