Louisiana Shifts Pharmacy Benefit Management Away from CVS Caremark for 2026

Louisiana’s Office of Group Benefits is reducing its dependency on CVS Caremark as the pharmacy benefit manager (PBM) for state employees. Starting in 2026, Liviniti will manage the commercial plan, while SilverScript Insurance Co., both affiliates of CVS Health, will cover Medicare Part D and the employer group waiver plan under emergency contracts. This shift reflects a broader trend of employers scrutinizing major PBMs and opting for more transparent alternatives. This move is occurring amidst ongoing legal and regulatory challenges faced by CVS Caremark, including lawsuits filed by the Louisiana Attorney General alleging anti-competitive practices and patient data misuse, and a Congressional antitrust investigation into CVS's impact on independent pharmacies and patient service access.
