The federal regulatory agenda, known as the unified agenda, typically releases biannually in spring and fall. However, the Trump administration has yet to formally release its version, with the most recent agenda being under the Biden administration in fall 2024. Despite the absence of a formal agenda, the Trump administration has been actively issuing rules, particularly in healthcare.

The Centers for Medicare & Medicaid Services (CMS) has continued to release Medicare payment rules covering physicians, hospitals, facilities, Medicare Advantage, and Medicare drug plans, reflecting ongoing regulatory activities in the sector. The Office of Management and Budget’s (OMB) Office of Information and Regulatory Affairs (OIRA) website offers visibility into the regulatory pipeline through its tracking of rules under White House clearance, indicating that rules cleared here could soon be publicly released in the Federal Register.

In 2025, about 25 healthcare-related rules have been issued, including expected Medicare rules and notable new proposals such as an Affordable Care Act program integrity rule, a Medicaid tax loophole closure proposal, and a rule potentially affecting student loan forgiveness for medical students. Key rules remain in the final clearance stages, and the regulatory menu is still evolving, especially as the OMB updates its tracking website.
