Leadership Change in OPM's Healthcare and Insurance Division Ahead of Open Season

The Office of Personnel Management (OPM) has appointed Matthew Kiley as the new associate director for its healthcare and insurance division, marking a pivotal leadership change ahead of the critical Open Season period.

Matthew Kiley steps into this role with a wealth of experience, having previously led the Weyhill Group, a consultancy firm focused on the financial services, healthcare, and insurance sectors. His tenure in the Department of Health and Human Services, where he engaged with projects centered on COVID-19 response and billing transparency, further solidifies his credentials. Kiley's appointment comes as OPM navigates significant structural changes, following a reported 35% reduction in its workforce from December 2024 to March 2026. According to the Government Accountability Office (GAO), these cuts have strained the agency's institutional knowledge and operational efficiency, particularly in the healthcare and insurance divisions.

Kiley's leadership coincides with the crucial Open Season for 2027, scheduled from November 9 to December 14, 2026. This period allows federal employees to select health care plans for the coming year. Amid this backdrop, OPM is focusing on promoting cost-effective prevention and wellness strategies, encouraging enrollees in the Federal Employees Health Benefits (FEHB) and Postal Service Health Benefits (PSHB) programs to adopt a holistic approach to health. As Kiley oversees this transition, stakeholders are keenly awaiting the release of the 2027 premium rates, given the previous year's notable increase of over 11% for enrollees.
