Maine Bureau of Insurance Approves Rate Increase for ACA Plans in 2027
The Maine Bureau of Insurance has approved a nearly 15% average rate increase for individual ACA marketplace plans for 2027, slightly below the insurers' proposed increment.
This decision, confirming a 14.8% increase, marks a significant adjustment for residents and small businesses across the state. The increase falls just below the 16.8% initially sought by insurers last June. According to Timothy Schott, the Bureau's acting superintendent, the heightened rates will still present considerable challenges for Mainers. This sentiment echoes a nationwide trend, as KFF data indicates a similar average rise on national ACA marketplaces for 2027. However, scrubbed premiums with the Enhanced Premium Tax Credits' lapse, predominantly affecting higher-income and self-employed individuals, are complicating matters further.
Impact of Declining Enrollment
Enrollment figures have taken a noticeable hit, with Maine's numbers dipping from around 65,000 in 2025 to 58,000 in 2026, paralleling a KFF-reported national decrease of approximately 3 million. The absence of enhanced tax credits seems to be a factor in this trend. The Maine Bureau links around 3,500 of these plan cancellations to unaffordable premium costs, sometimes reaching several thousand dollars monthly. Despite the expiration of enhanced credits at the close of 2025, other ACA-related tax credits remain available.
Key Market Challenges
Mitchell Stein, a Maine-based independent health policy analyst, identifies the dwindling ACA marketplace as a persistent issue following the cessation of enhanced credits. As healthcare costs soar, those remaining on the marketplace tend to require more extensive health services, thus driving up expenses for the collective pool. Additional financial burdens, including rising fuel costs, further strain the affordability of insurance premiums for individuals.
Rates Affecting Small Employers
The rate increase also spans to Maine's small employer market, which was set at a 13.5% average—again lower than the 15.7% proposed. This specifically impacts businesses with up to 50 employees.
| Market Segments | Rate Increase 2027 |
|---|---|
| Individual ACA Plans | 14.8% |
| Small Employer Market | 13.5% |
