RAPID Pathway Simplifies Medicare Coverage for Innovative Devices

The RAPID pathway, a newly launched initiative, promises to simplify the process of obtaining Medicare coverage for innovative medical devices following FDA clearance.

Introduced in April, the RAPID pathway aims to address the delay in Medicare reimbursement for breakthrough Class II and Class III medical devices, which traditionally experience a lengthy approval process despite the FDA’s breakthrough device program. This program prioritizes devices that offer significant advancements for serious medical conditions, yet the gap between FDA clearance and Medicare coverage has long hindered patient access to these innovations. By aligning the FDA’s Total Product Life Cycle Advisory Program with Medicare’s evaluation processes, the RAPID pathway seeks to streamline access, facilitating quicker beneficiary access to cutting-edge medical technologies.

At the core of RAPID’s strategy is the collaboration between the Centers for Medicare & Medicaid Services (CMS) and device manufacturers during investigational device exemption studies. This relationship aims to expedite the Medicare coverage evaluation while ensuring robust clinical outcomes. Importantly, CMS will assess the need for further evidence based on the device's risk profile and study results. For devices requiring additional evidence development, CMS plans to work in tandem with the FDA and manufacturers to coordinate any necessary post-market studies. Notably, in vitro diagnostic products (IVDs) and devices beyond the IDE pre-submission phase are excluded from RAPID, with IVD reviews continuing under specialized Medicare administrative contractors.
