Health Insurance Premiums Set to Rise in Arizona's ACA Marketplace for 2027
Health insurance providers on Arizona's Affordable Care Act (ACA) marketplace have proposed an average premium hike of 25% for 2027, according to filings with the Arizona Department of Insurance and Financial Institutions. These proposals, submitted earlier but only recently made public, reveal that six of the seven insurers involved are pursuing similar rate increases, with Antidote Health requesting a smaller increment of 3%.
The annual review process began on May 29, as insurance companies come under scrutiny following the withdrawal of one of Arizona's leading health insurers from the marketplace. This underscores the escalating costs of healthcare nationwide. Industry observers note that anticipated rises in costs align with forecasts concerning medical expenditures, prescription drug pricing, and the composition of the risk pool.
The current legislative landscape, along with federal policy adjustments anticipated in 2025, is projected to significantly reduce the affordability of coverage. The Centers for Medicare & Medicaid Services warns of potential coverage losses for up to 2 million enrollees as a result of these adjustments.
Challenges in the Risk Pool
ACA premiums saw an average increase of 21.7% in 2026. Stan Dorn, policy director for The Health Project at UnidosUS, highlights that premium increases often lead healthier individuals to opt out, which intensifies the risk pool challenges. As those with chronic conditions remain, upward pressure on premiums grows. Dorn notes, "Companies are saying, ‘We're going to get a lot sicker marketplace here, so we have to raise the price.’"
Insurance providers calculate rates based on individual plan benefits, adjusted for factors such as age, location, and health status. Insurers must file these proposed rates with the Department of Insurance before they are finalized. Natasha Murphy, health policy director at the Center for American Progress, indicates that many marketplace insurers are requesting 10-20% increases, affecting the overall premium landscape.
Impact on Consumers and Final Decisions
The process of evaluating these rate changes spans from May through July. Detailed filings and justifications are released during this period at ratereview.healthcare.gov. Final decisions on approved rates are typically made in the fall, preceding the Open Enrollment period beginning November 1. Although Arizona regulators lack the authority to directly approve or reject rate increases, they assess the reasonableness of the proposals.
Throughout the summer, the Division of Insurance reviews these rate requests to determine their reasonableness. Finalized rates should be announced by late August, allowing consumers to plan accordingly before enrollment. These increases are attributed largely to the rising costs of medical services, with Murphy explaining that providers are charging larger amounts, affecting insurers’ expenses.
Beyond healthcare costs, policy shifts and regulatory changes continue to impact the risk pool's profile. Younger and older individuals are expected to feel these increases most acutely, with many consumers adjusting their coverage to manage costs. Natasha Murphy observes, "We're going to continue to see consumers have to make some hard choices as premiums go up."
