Great American Healthcare Plan: Enhancing HSAs for Small Businesses

On July 21, 2026, the National Federation of Independent Business (NFIB), a key voice for small business advocacy, endorsed H.R. 8324, also known as the Great American Healthcare Plan. This proposed legislation, championed by Representative Eric Burlison of Missouri, seeks to enhance Health Savings Accounts (HSAs) and expand the health insurance options available to small businesses. The move aims to address the longstanding challenges posed by rising healthcare costs, a significant concern for small business owners.

Tyler Dever, NFIB's Principal of Federal Government Relations, underscored the crucial role of HSAs in managing healthcare expenses effectively. He pointed out that this legislation represents a practical solution by modernizing and expanding the HSAs that Americans depend on. "This legislation provides a common sense, immediate solution by modernizing and expanding the HSAs Americans already rely on," Dever remarked.

For more than four decades, escalating health insurance costs have topped the list of concerns for small business owners. In a recent NFIB survey, 94% of members backed federal efforts to leverage tax-advantaged HSAs for uncovered medical expenses. Additionally, 98% of small business owners expressed concerns about their ability to sustain employee health benefits over the next decade. NFIB continues its advocacy for policies that safeguard the interests of small and independent businesses nationwide.
