Termination of Essential Plan Health Coverage in New York

As of July 1, federal modifications via H.R. 1 have led to the termination of Essential Plan health coverage for approximately 500,000 New York State residents. This significant change primarily impacts individuals with incomes between 200 and 250 percent of the federal poverty level, leaving many without an affordable insurance option. The Essential Plan traditionally served low-income adults who earn too much to qualify for Medicaid, yet not enough to afford private health insurance.

Community Health Advocates (CHA), a program under the Community Service Society (CSS), offers free, unbiased assistance to help affected individuals understand and adapt to these changes. CHA assists New Yorkers in navigating their health insurance options, resolving issues with coverage, and accessing available resources. Citizens are encouraged to reach out to CHA for guidance by calling 888-614-5400, option 3, or emailing cha@cssny.org.

The federal changes also establish the new eligibility threshold for the Essential Plan at 200% of the federal poverty level, equating to $31,920 for an individual. Despite initial efforts by state lawmakers to secure funding to mitigate the impact of the federal policy shift, this funding was not included in the 2026-27 state budget. However, state policymakers will have another opportunity to revisit this issue during the 2027 legislative session.

Support for Low-income Residents

In New York City, specific programs like NYC Health + Hospitals continue to provide low-cost or free services to qualified residents. Hospital financial assistance programs, mandated by New York law, ensure that uninsured or underinsured individuals can access necessary medical care based on income eligibility.

Further federal adjustments affecting Medicaid eligibility are slated for January 2027, potentially impacting more residents. It remains crucial for those affected to explore their available insurance options promptly, as CHA operates through an extensive network across 62 New York counties, supporting consumers regardless of insurance status or citizenship.

For more information on obtaining low-cost care and understanding your health coverage rights, CHA is accessible to provide guidance and connect individuals with appropriate services. They offer support via a live helpline, in collaboration with community-based organizations, ensuring broad access to assistance across linguistic and regional lines within New York.
