Allstate's 2023 Auto Insurance Claims Analysis Reveals Critical Insights

The annual analysis by Allstate, now in its 18th iteration, evaluates auto insurance claims among the 200 largest urban areas in the United States. The report identifies Los Angeles as having one of the highest rates of collision claims, with the typical driver filing a claim approximately every 5.99 years. This frequency is significantly higher than the national average of 10.86 years between claims. In California, Glendale ranks slightly below Los Angeles, at number 6, with drivers reporting collisions every 5.53 years.

In contrast, Brownsville, Texas, emerged as the city with the safest drivers for the second year in a row, with an average of nearly 15 years between collisions. Following Brownsville in the rankings of safe drivers are Fort Collins, Colorado; Boise, Idaho; Laredo, Texas; and Cary, North Carolina. Conversely, Boston, Massachusetts, is reported as the city with the highest frequency of collisions, with drivers involved in accidents every 3.76 years. This rate indicates that drivers in Boston are 189% more likely to have an accident compared to the national average.

The findings by Allstate derive from an analysis of property damage claims filed from January 2023 through December 2024, in the 200 most populous U.S. cities based on U.S. Census data. The rankings measure how often drivers in these locales are involved in accidents, using the average number of years between collisions alongside the national benchmark. The data reflects information from auto insurance policies accounting for about 10% of the U.S. market.

In addition to claims data, the report utilizes insights from Allstate’s Drivewise program, which tracks behaviors such as speeding, abrupt braking, mobile phone usage, and driving during nighttime hours throughout 2025. This aggregated data provides nuanced insights into regional driving behaviors, further enhancing understanding of risk management and underwriting considerations for insurance carriers.
