New Jersey Launches $5 Million Navigator Grant Program for Health Insurance Enrollment

The New Jersey Department of Banking and Insurance has launched a $5 million grant initiative to support community organizations in their role as state-certified Navigators. These groups assist residents in enrolling in health insurance via the Get Covered New Jersey platform.

The grants are intended for organizations that provide enrollment assistance during the Get Covered New Jersey Open Enrollment Period, continuing their support until 2027. Acting Commissioner Susan Ochs emphasized the importance of Navigators in aiding consumers to access health insurance amidst ongoing challenges from federal policy adjustments. These Navigators offer free and unbiased assistance, enabling New Jersey residents to effectively explore their health coverage and financial aid options.

Navigators engage in public outreach and education, helping consumers comprehend the range of available health plans and financial assistance. Their services are accessible both on-site and remotely across the state. New Jersey's Open Enrollment Period for 2027 is set from November 1, 2026, to January 31, 2027, remaining unchanged after a legal intervention against a federal reduction attempt.

State officials noted that recent federal policy adjustments have increased health coverage costs for many, as Congress chose not to extend enhanced federal premium tax credits. This decision led to a notable drop in marketplace coverage among New Jersey residents as of April 15, 2026. Nonetheless, many still qualify for state financial aid through the New Jersey Health Plan Savings, which provides subsidies to households earning up to 600% of the federal poverty level.

Funding for the $5 million Navigator program comes from user fees linked to the operation of the state's health insurance marketplace. In the previous year, the department allocated $5 million to 30 Navigator organizations. This contrasts with $400,000 awarded to one organization under a 2019 federal program. Organizations applying for this funding must demonstrate expertise in health services, insurance enrollment, consumer advocacy, or related areas, and meet certification criteria at both state and federal levels.
