New Jersey Allocates $5 Million for Health Insurance Enrollment Assistance
The New Jersey Department of Banking and Insurance has announced a significant initiative: the allocation of $5 million in grant funds to community organizations. These grants are designed to support state-certified Navigators during the Get Covered New Jersey Open Enrollment Period, extending their support through 2027. Navigators play a vital role in providing free, impartial guidance to consumers enrolling in health insurance through the state's marketplace.
Acting Commissioner Susan Ochs highlighted the essential nature of these efforts, stating, "Navigators offer free one-on-one assistance to support New Jersey consumers in their own communities, connecting them to health coverage and financial help available through Get Covered New Jersey." This service is increasingly important as federal changes complicate enrollment and affordability for many.
Open Enrollment Period Adjustments
The Open Enrollment for Get Covered New Jersey will extend from November 1, 2026, to January 31, 2027. Initially set by federal mandate as a nine-week period for the 2027 plan year, recent legal challenges have amended this timeline. These federal adjustments have influenced state marketplaces, particularly through the lapse of enhanced premium tax credits, causing many consumers to drop coverage due to rising premiums and out-of-pocket costs.
Despite these hurdles, most New Jersey consumers benefit from financial assistance through state-specific subsidies known as New Jersey Health Plan Savings. These are extended to households earning up to 600 percent of the federal poverty level. Navigators are indispensable for educating consumers about these financial aids and eligibility criteria.
Grant Application and Compliance
Organizations seeking grant funds must adhere to both federal and state regulatory compliance requirements as outlined in the Request for Applications. Both current and prospective Navigators are invited to apply for funding to support their operations for 2026–2027. The grants, financed through user fees supporting the State-Based Marketplace, have seen increased funding since the state's operational takeover in 2020.
Navigators also provide year-round assistance during Special Enrollment Periods for those with qualifying life events, such as marriage, birth, or coverage loss. Organizations interested in applying for the New Jersey State Navigator Program must submit applications by July 31, 2026.

Get Covered New Jersey is the state’s official health insurance marketplace, offering residents access to private insurance options and financial assistance. The marketplace enables effective comparison of health plans tailored to individual needs and is responsive to significant life events or qualifying conditions that trigger Special Enrollment outside of the typical Open Enrollment period.
