Vermont Governor Scott's Executive Order on Affordable Insurance Coverage
Vermont Governor Phil Scott has issued an executive order aimed at improving access to affordable insurance coverage in response to rising health care costs affecting employers, families, and educational institutions. Dawn Palowski from O.M. Fisher Home Inc. highlights the organization's dedication to community service, operating without profit motives. Supporting seniors across several Central Vermont assisted living facilities, the organization covers 70% of health insurance premiums for its 50 employees via the small group health insurance marketplace, yet continues to grapple with escalating premium expenses.
Palowski remarked on the increasing challenges in retaining skilled health care professionals due to rising costs. The state administration plans to create a favorable insurance environment in Vermont by attracting more providers, enhancing competition, and reducing rates. Governor Scott explained that this initiative will modernize health care regulations, eliminate barriers to affordable insurance, broaden consumer options, and make health care costs more competitive with other states.
The executive order also proposes age-based insurance rate adjustments, aligning Vermont with widespread practices in other states. Furthermore, it will enable small businesses to pool their resources for purchasing insurance while encouraging participation in exchanges through tax incentives. Vermont Financial Regulation Commissioner Kaj Sampson stated the goal is to find savings by examining marginal revenue reductions within the exchange market, instead of direct health cost cuts. This order follows Governor Scott's veto of a legislative bill to cap hospital charges and marks the start of a multi-year health insurance reform plan, pending legislative approval in January.
