Urgent Need for Enhanced Oversight in ACA Enrollment Process

Over one million individuals enrolled in Affordable Care Act (ACA) plans currently do not possess Social Security Numbers, as per Health and Human Services Secretary Robert F. Kennedy Jr. and Centers for Medicare & Medicaid Services Administrator Dr. Mehmet Oz. This revelation raises concerns about potential fraudulent insurance practices within the ACA marketplace. The announcement underscores the urgent need for enhanced risk management strategies and regulatory compliance within ACA exchanges.

Kennedy highlighted the necessity for robust oversight in social safety net programs, suggesting that the removal of existing safeguards has contributed to such vulnerabilities. According to recent data from HHS, approximately 19.2 million Americans are currently registered in ACA exchange plans, marking a decrease from around 23.4 million in 2025. This decline aligns with the expiration of enhanced subsidies from the previous administration, emphasizing the impact of regulatory shifts on enrollment figures.

While Kennedy and Oz did not specify how many enrollees without Social Security Numbers are suspected of engaging in fraudulent activities, they argued that existing systems should have identified insufficient vetting measures sooner.
