Significant Findings in New York State Comptroller Audits

New York State Comptroller Thomas P. DiNapoli has released reports from State Government Accountability audits, highlighting significant findings in state-run programs. Over a six-month period ending September 30, 2025, the eMedNY system managed nearly 331 million claims, distributing close to $55 billion. However, auditors revealed over $12.1 million in improper Medicaid payments, recovering around $3.4 million. Additionally, 14 Medicaid providers were implicated in crimes related to healthcare law violations, leading to program removals and referrals to oversight agencies.

A climate adaptation strategy review by the Metropolitan Transportation Authority (MTA) focused on the Long Island Rail Road (LIRR). Though some previous audit issues were addressed, only 5 out of 12 recommendations were fully implemented. Persistent concerns involve LIRR's risk management in severe weather scenarios and adherence to regulatory compliance in storm planning.

Empire State Development (ESD) underwent evaluation of its property management practices. Despite holding 130 properties with 55% vacancy, ESD's property sales compliance was questioned with instances of properties sold below market value lacking justification. Progress is noted as two recommendations have been fully, and one partially, implemented to enhance compliance and economic benefit evaluation.

An audit of the Department of Civil Service identified significant prescription drug claim mismanagement by CVS Caremark. Claims totaling $19.3 million for 338 Medicare-qualified individuals were improperly processed, underscoring the need for proper alignment with the Empire Plan Medicare Rx plan to optimize discounts and subsidies. The Department of Health also found issues with Medicaid coverage for clinical trials, where absent attestation forms led to improper Medicaid payments for trials lacking prior authorization.

These audits reflect continued efforts to bolster fiscal responsibility and enhance operational efficiency across New York's government programs, ensuring regulatory compliance and effective risk management.
