Recent legislative developments in Colorado are set to reduce costs and enhance insurance options for homeowners and mobile home park residents. Governor Jared Polis has signed two significant pieces of legislation that focus on improving affordability and protection before his term concludes.

Initiatives to Reduce Insurance Premiums

One of the new laws, Senate Bill 155, introduces a grant initiative designed to assist homeowners with the expense of hail-resistant roofs. Funded by a 0.5% fee on homeowner insurance policies, this program is projected to generate substantial revenue, potentially reaching $100 million over five years. House Speaker Julie McCluskie, a proponent of the bill, emphasizes that this measure could mitigate damage costs from severe weather, potentially leading to lower insurance premiums for homeowners.

Recent studies, including research by the Colorado Division of Insurance, identify Colorado as one of the more expensive states for homeowners insurance, with premiums more than doubling between 2018 and 2023. Hail events are a predominant factor driving this increase, underscoring the importance of innovative risk management strategies.

Previously, similar legislation faltered due to funding structure concerns. This year's version resolves these issues by ensuring that the additional fee cannot be directly passed onto policyholders. State Senator Kyle Mullica, who had opposed last year's version but endorsed the current bill, noted that these changes were pivotal in securing his support.

Protecting Mobile Home Residents

In a separate legislative effort, House Bill 1224 focuses on the rights of mobile home park residents. This law mandates transparency from landlords during property sales, requiring the disclosure of financial and operational data. Such measures empower residents, giving them the essential data and time to potentially purchase their parks, preserving affordable housing options.
