VNAHG Ends Lobbying Collaboration Amid Medicare Cuts
Visiting Nurse Association Health Group Inc. (VNAHG) ended its collaboration with Washington Strategic Consulting Inc. at the close of Q1 2026, as per a Lobbying Disclosure Act filing on May 27. This decision comes amid ongoing challenges within the home health industry due to reductions in federal reimbursement. As a leading New Jersey nonprofit caring for over 130,000 patients annually, VNAHG is highly dependent on Medicare and Medicaid funding, underscoring the critical importance of federal reimbursement policies to its financial sustainability.
The filing revealed that VNAHG paid $5,000 for the quarter, with lobbying led by Kyle Mulroy of Washington Strategic Consulting. The focus areas included Medicare home health payment policies, funding for Federally Qualified Health Centers (FQHC), and the 2026 Home Health Prospective Payment System (HH PPS) Final Rule. These topics are currently central to health policy debates in Washington.
The Centers for Medicare and Medicaid Services have proposed significant cuts to home health reimbursement rates through the 2026 HH PPS Final Rule. With fierce opposition from home health providers, concerns rise that these cuts could limit access to essential in-home care for the elderly and disabled. For VNAHG, whose $47 million annual revenue primarily stems from Medicare and Medicaid, these policy changes have critical implications.
While Federally Qualified Health Centers benefit from federal grants under Section 330 of the Public Health Service Act, VNAHG’s lobbying efforts suggest possible operations or affiliations with an FQHC. The absence of a new lobbying partner raises questions about VNAHG’s future in federal advocacy, particularly given the unresolved status of Medicare policies and the continued impact of the 2026 HH PPS Final Rule.
