Colorado Senate Bill 178: Enhancing Health Insurance Affordability

Colorado Governor Jared Polis approved Senate Bill 178 on June 2, ensuring state support for initiatives aimed at reducing health insurance expenses. This bill allocates $140 million to decrease premiums for insurance policies through the state’s ACA marketplace, Connect for Health Colorado. Some funds are designated for the OmniSalud program, which provides insurance to low-income immigrants ineligible for federal assistance.

The decision follows the expiration of federal enhanced premium tax credits, which previously helped keep insurance premiums low. The lapse led to increased costs, with particularly harsh impacts in Colorado’s mountainous regions known for high healthcare costs. Residents have noted significant premium hikes due to the discontinued federal tax credits.

In response, Colorado lawmakers initially approved $110 million last summer for interim relief through state assistance. Now, SB 178 extends this support until the end of 2027. Governor Polis emphasized that this measure will help maintain healthcare affordability and access statewide. The Colorado Division of Insurance reports that Colorado's reinsurance program has saved $2 billion over five years by mitigating high-cost claims and reducing premiums.

Despite immediate relief, there is ongoing concern about stabilizing insurance costs in the absence of federal tax credits. Senator Kyle Mullica, a bill sponsor, stated the necessity of the legislation in managing healthcare expenses in the short term. The debate highlighted the need for sustainable federal support to maintain these subsidies beyond next year.

The bill's funding strategy involves issuing state bonds and reallocating marijuana fund reserves amid a $1 billion state budget deficit. This required adjustments such as introducing a premium payment for OmniSalud participants starting in 2027 and altering the reinsurance program’s target reduction rate for average premiums from 20% to 18%.

These fiscal measures aim to balance Colorado’s budget while preserving healthcare affordability, reflecting ongoing discussions about financial feasibility and the state's commitment to insurance cost management. The legislative focus remains on finding sustainable funding solutions to support healthcare needs in the long run.
