Innovative Anticipatory Drought Insurance Pilot Launched in Lao PDR
The SEADRIF Insurance Company, in collaboration with the Food and Agriculture Organization of the United Nations (FAO), has launched an innovative pilot project for anticipatory drought insurance in the Lao People's Democratic Republic (Lao PDR). This initiative represents a pioneering effort for a Southeast Asian government to implement a parametric insurance model aimed at releasing pre-arranged funding before droughts create significant impacts.
This pilot project offers the Lao PDR Ministry of Finance access to payouts based on early warning indicators that signal heightened drought risk. The system is activated before severe drought conditions affect agricultural communities and rural areas. Utilizing the Combined Drought Index, managed by the Department of Meteorology and Hydrology, both real-time and predictive data form a predetermined trigger, enabling automatic release of funds once a specific threshold is breached.
Drought poses a major threat in Lao PDR, impacting approximately 1.2 million people annually and generating average losses of US$672 million, or 3.5% of the nation's GDP. Concerns about the potential return of El Niño conditions in 2026-2027 highlight the urgency for early action, as scientific evidence suggests a high probability of reduced rainfall and drought throughout Southeast Asia, including Lao PDR.
By integrating early warning systems with secure funding, this pilot aims to empower preemptive government interventions that mitigate the effects of drought on agriculture and rural livelihoods. The funds will support the dissemination of early warnings through community communication networks, with training for community leaders facilitated by the Department of Meteorology and Hydrology and Lao National Radio.
Benedikt Signer, CEO of SEADRIF Insurance Company, explained, "Anticipatory action aims to reduce harm before drought becomes a full-scale crisis for communities. This pilot tests how anticipatory insurance can help governments act earlier, providing pre-arranged financing at the moment it can make the greatest difference. The lessons from Lao PDR will inform SEADRIF’s regional approach to drought risk financing."
The initiative is structured as a limited-scale sandbox to validate necessary institutional mechanisms for anticipatory financing, focusing on inter-ministerial coordination, the claims and payout process, and the internal flow of funds within the government. Reports indicate that the utilization of payouts will adhere to procedures designed collaboratively by FAO and several Ministries, including Finance, Agriculture and Environment, and Labor and Social Welfare, alongside the Department of Meteorology and Hydrology.
Thevarack Phonekeo, Deputy Director-General of the Department of Planning and Cooperation, Ministry of Agriculture and Environment, Lao PDR, stated, "This pilot provides a pathway to strengthen Lao PDR’s preparedness for drought and the protection of rural communities. Through this partnership with SEADRIF and FAO, we are working to ensure earlier and more predictable support for people affected by climate-related risks."
This anticipatory drought insurance pilot enhances a multi-peril parametric sovereign insurance policy introduced in 2025, following a notable US$2 million payout to Lao PDR in response to the Tropical Cyclones Wutip and Wipha.
