The 2025 Wisconsin State Health Assessment reveals significant disparities in health outcomes, driven by economic determinants such as income and housing. Nearly 20% of Wisconsin residents rate their physical health as poor or fair, with this figure rising to about one-third among those with the lowest incomes, according to State Health Officer Paula Tran. She emphasizes that good health is influenced by more than just individual choices or medical visits; it's also about accessibility and affordability.

More than 10% of adults in Wisconsin were unable to afford medical consultations when needed, a concerning statistic consistent since the 2020 assessment. Former Wisconsin Public Health Association President Maureen Busalacchi notes that health care affordability is affected by interconnected factors like wages and housing costs. She advocates for increased state-level investment in public health initiatives. Despite 94% of Wisconsin's population having health insurance in 2023, disparities exist; less than 86% of those below the poverty line have coverage, compared to 96% among higher-income households.

Richelle Andrae from the Wisconsin Primary Health Care Association points out that while the state's insurance rates exceed national averages, access is still hindered by provider shortages and intricate coverage requirements. Federally-qualified health centers in Wisconsin are expanding behavioral health services as demand for mental health care rises, particularly among young adults and lower-income groups. Andrae suggests that strategic investments in the healthcare workforce through training programs and incentives are essential to improve accessibility and affordability.
