Proposed Health Insurance Premium Increases in Washington State for 2027

Thirteen health insurance providers in Washington state seek an average premium increase of 22.4% for the individual market in 2027. This follows the Office of the Insurance Commissioner's previous approvals of rate hikes—21% for 2026 and 10.7% for 2025.

The proposals reflect anticipated medical service usage and associated costs. The Office of the Insurance Commissioner is currently reviewing these requests, with the findings to be published by September 2026 before the November open enrollment.

Providence Health Plan, insuring 254 policyholders, will exit the market in 2027, leaving the remaining 14 carriers to cover over 280,000 residents. Approximately 250,000 individuals relied on the Washington Health Benefit Exchange in 2026, a decline blamed on the cessation of federal Enhanced Advanced Premium Tax Credits. These credits were originally part of the American Rescue Plan Act of 2021 and extended under the Inflation Reduction Act of 2022.

Most Exchange enrollees opted for Cascade Care Savings plans, with 90% enrolling in 2026, up from 79% in 2025. Cascade Care aims to assist households earning up to 250% of the Federal Poverty Level.

  • Molina Healthcare of Washington, Inc. (On Exchange, 30,845 impacted, 25.8%)
  • Premera Blue Cross (On Exchange, 9,639 impacted, 24%)
  • Regence BlueShield (Both, 16,016 impacted, 8.6%)
  • Regence Blue Cross Blue Shield of Oregon (Both, 8,336 impacted, 17.4%)
  • UnitedHealthcare of Oregon, Inc. (Both, 6,759 impacted, 26.4%)
  • Wellpoint Washington, Inc. (Both, 269 impacted, 13.7%)

Overall, 281,844 individuals will be affected by these proposed changes, with an average rate increase of 22.4%.
