Idaho's Deteriorating Road Conditions and Their Impact on Insurance Claims

A recent study by LendingTree, utilizing data from the Federal Highway Administration, highlights a notable decline in Idaho's road conditions over recent years. The analysis focused on the percentage of roadway miles classified as poor, based on factors such as potholes and uneven surfaces. This deterioration poses challenges for both drivers and insurers, impacting safety and potentially increasing claims.

In 2019, only 3.5% of Idaho's roads were classified as being in poor condition. However, by 2024, this figure surged to 5.9%, marking a nearly 70% increase. Rob Bhatt, a licensed insurance agent and auto insurance expert from LendingTree, noted that the study relied on the International Roughness Index to assess pavement quality, pinpointing surface irregularities and depressions.

The study reviewed nearly 4,000 miles of roads in Idaho in 2024, discovering that 236 miles were deemed to be in poor condition—a significant rise from 139 miles in 2019. This equates to about one in every 17 miles being rated poorly, which may implicate increased risks for claims and require strategic risk management from insurers.

Despite the uptick in deterioration, Idaho's roads fare relatively well on a national scale. Nationwide, 8.9% of road miles are in poor condition, whereas Idaho’s percentage remains below 6%, ranking it 31st for states with roads in poor condition. In stark contrast, Rhode Island and California report 31.5% and 27% of their roads in poor condition, respectively.

Bhatt suggests that the trend should prompt awareness more than immediate concern, encouraging stakeholders to consider potential improvements. For insurance providers and policymakers alike, understanding road quality is essential as uneven surfaces can lead to increased claims and regulatory compliance challenges.

Furthermore, the study indicates that Idaho's infrastructure stress may be linked to rapid population growth. Areas with growing populations often struggle to maintain road systems, accelerating deterioration. These insights aim to assist policymakers and insurance carriers in strategizing road condition improvements, to mitigate risk and improve underwriting accuracy.
