Each year, the Township Council of Scotch Plains reviews its municipal budget to ensure efficient use of taxpayer funds while maintaining high service standards. Recently, the Council approved the 2026 budget, focusing on key areas such as public safety, recreational facilities, and infrastructure improvements, including crucial updates to sewer systems. The new budget introduces a modest increase in the municipal tax rate, translating to an additional $22 per month for the average home. Despite this increase, Scotch Plains maintains a relatively low municipal share of property taxes at 15%, with the majority allocated to public schools and Union County budgets.

A significant driver of this year's budget increase is the surge in fixed costs beyond local control, including health insurance for Township employees, which has risen by over $902,000. Other factors include increased workers' compensation, liability insurance, and contractual workforce obligations. Utility costs have also risen, paralleling trends seen in residential bills.

Despite these challenges, the municipal tax rate has remained stable, closely aligning with inflation rates over the past decade. Fiscal discipline and strategic planning are credited with preserving the municipality's financial health, as evidenced by Scotch Plains holding a AAA bond rating from major agencies. This rating underpins lower borrowing costs for capital projects.

Proactive Financial Strategies

Proactive measures have been included in the budget, with plans to exceed minimum debt payments for capital improvements, aiming to decrease long-term financial obligations. The Township’s approach contrasts with other municipalities’ strategies in managing cost surges.

Shared services agreements with neighboring localities like Clark, Fanwood, and Westfield help reduce costs through collaborative efforts in areas such as sewer operations and tax collection. The Council intends to expand these partnerships to further streamline operations.

Budget allocations prioritize fundamental services such as leaf and snow removal, emergency responses from police and fire departments, and investments in roads and technology infrastructure. The total municipal budget for 2026 is $36.7 million, with $21.19 million sourced from local taxes and the remainder from state aid, shared services revenue, and other sources, minimizing taxpayer burden.
