Legislative Initiative to Revise Medicare Fee Schedule in N.C.
A legislative initiative has been introduced by Congressman Dr. Greg Murphy, R-N.C., aiming to revise the Medicare fee schedule for the first time since 1992. The proposed Provider Reimbursement Stability Act seeks to tackle the critical issues of rising medical costs and declining reimbursement rates that threaten medical practices nationwide. Dr. Murphy emphasizes that these financial pressures have compelled many physicians to retire or cease accepting Medicare patients, leading to increased mergers with larger hospital systems, private equity firms, or insurance companies.
This trend poses significant risks to healthcare accessibility, especially in rural and underserved areas already facing shortages in primary care providers. The proposed bill seeks to implement substantial modifications to Medicare policies by increasing the budget neutrality threshold and linking it to the Medicare Economic Index (MEI) every five years. Additionally, the legislation plans to adjust the budget neutrality to reflect correct code utilization and update practice expense cost calculations periodically. Another key aspect is capping year-to-year conversion factor changes at 2.5%.
The American Medical Association supports the proposal, with Dr. Bobby Mukkamala, the association's president, noting the need for accurate economic forecasting in healthcare. He stresses that discrepancies between projected and actual utilization of Medicare services should not unduly burden patients and physicians. This initiative is especially crucial for North Carolina, where many counties are rural and face hurdles in accessing adequate healthcare services due to physician shortages. The act aims to bolster financial stability and ensure access to essential medical care in diverse communities.
