Beijing Launches Specialized Insurance for Autonomous Vehicles

Beijing has initiated a groundbreaking development in the Chinese insurance market by launching specialized commercial insurance for autonomous and semi-autonomous vehicles. Announced by the Beijing Regulatory Bureau of the National Financial Regulatory Administration, this advancement supports the increasing integration of self-driving technologies.

The Insurance Association of China will lead the creation of these insurance products, accommodating various levels of vehicle automation. These new policies will offer tailored coverage for vehicles classified between Levels 2 and 4 on the automation scale. Level 2 vehicles, which feature partial automation, will receive comprehensive coverage, addressing both hardware and software enhancements that are often excluded from traditional auto insurance.

Previously, options for insuring self-driving vehicles were limited, as coverage was typically an add-on to conventional policies provided by insurance carriers or vehicle manufacturers. These standard policies were primarily designed with human drivers in mind, offering inadequate protection against technological failures or cyber threats.

The rollout of these new insurance products will initially be available for new vehicles. Owners can choose between the innovative offering and existing auto insurance plans. The Insurance Association of China plans to release information on eligible models and participating car manufacturers progressively. This initiative is expected to encourage both manufacturers and insurers to enhance their systems and data exchange capabilities.

For high-level autonomous vehicles, the policies will apply only to those verified through testing or legally sanctioned for road use in Beijing. Industry experts have embraced this development, highlighting the inadequacy and variability of current insurance solutions for autonomous vehicles across manufacturers.

An industry professional explained to local media that most existing autonomous vehicle insurance functions merely as supplemental coverage from manufacturers or system providers rather than as comprehensive insurance offerings. This situation often leads to uncertainty regarding compensation in severe incidents.

Introducing dedicated insurance for autonomous vehicles offers legal advantages and could facilitate the resolution of traffic incident disputes. Officials suggest these products may reduce litigation against car manufacturers and system developers while promoting technological advancement in the industry.
