Louisiana's Initiative for Homeowners Insurance Discounts on Fortified Roofs
Louisiana is evaluating initiatives to expand insurance discounts for homeowners who upgrade to fortified roofs. This strategy addresses the rising homeowners insurance costs while enhancing resilience in hurricane-prone areas.
The state's Insurance Commissioner, Tim Temple, is collaborating with the National Association of Insurance Commissioners to develop uniform discount criteria linked to the adoption of fortified roofing systems. These standards aim to establish minimum discount levels for homes meeting recognized fortified construction requirements.
A fortified roof incorporates construction practices devised by the Insurance Institute for Business & Home Safety (IBHS) to withstand severe weather, including hurricanes and high winds. Such systems feature stronger edge protection, sealed decks to minimize water damage, enhanced attachment methods, and impact-resistant shingles.
Upon completing these improvements, homeowners receive a FORTIFIED Roof certificate, which helps insurers confirm eligibility for premium discounts. Although many insurers in Louisiana provide these discounts, the reduction rates vary, ranging from approximately 19% to 40% based on location and insurer policies.
State officials advocate for a rule to set a discount baseline. Insurers would comply with this baseline unless actuarial justification for different rates exists. The aim is to standardize discounts according to the decreased risk fortified construction represents.
The Louisiana Fortify Homes Program grants up to $10,000 to help homeowners upgrade to fortified roofing. Recipients must complete the upgrades and obtain the FORTIFIED certification to qualify for insurance discounts.
Research indicates homeowners with fortified roofs see an average premium reduction of approximately 22% annually. The Louisiana Department of Insurance stresses that the IBHS FORTIFIED certificate is essential for accessing discounts, requiring insurers to provide clear details on premium reductions and endorsements related to the program.
