SCAN Health Plan Launches Brokers as Health Navigators Program for Medicare Advantage

SCAN Health Plan, a leading not-for-profit Medicare Advantage provider, is launching an innovative program called Brokers as Health Navigators. This initiative aims to train brokers to serve as comprehensive health advisors across SCAN’s regions, including Arizona, Nevada, New Mexico, Texas, and Washington by Spring 2026.

Dr. Sachin H. Jain, CEO of SCAN Group and SCAN Health Plan, highlighted the need for Medicare Advantage plans to illustrate value beyond financial savings by focusing on clinical and member experiences. This initiative seeks to integrate brokers into this effort, allowing them to act as trusted advisors, supporting members beyond initial enrollment.

Understanding older adults’ preference for personalized guidance, particularly those with complex health conditions, the program will formalize brokers' roles in member engagement. By encouraging preventive care participation, brokers will receive training and tools to assist members with health-related activities, fostering quality healthcare outcomes.

Program Engagement Areas

In the program's initial phase, targeted efforts will focus on three key areas:

  • Conducting welcome calls to elucidate SCAN benefits to new members.
  • Facilitating flu vaccination efforts and educating members about SCAN's coverage.
  • Encouraging and aiding in the scheduling of annual wellness visits for members.

Participating brokers will earn compensation based on the successful completion of these activities, validated through encounter data. Michael Blea, Chief Growth Officer at SCAN, noted the program arose from broker feedback emphasizing the desire to provide deeper client value and enhance retention.

This initiative is also part of a broader strategy to exhibit the favorable impacts brokers have on Medicare Advantage plans to the Centers for Medicare & Medicaid Services (CMS). Dr. Jain expressed gratitude for broker involvement, noting, "This is just the beginning. Together, we can redefine service for older adults—not just in coverage selection but in optimizing their use."

SCAN Group tackles key senior healthcare issues, serving over 440,000 members through its Medicare Advantage plans across multiple U.S. states.
