Record Enrollment in Connecticut Health Plans for 2026
A historically high number of Connecticut residents have enrolled in health and dental plans via Access Health CT, the state's designated health insurance marketplace. This marks the third consecutive year of record enrollment figures for the organization. During the 2026 Open Enrollment Period, which ran from November 1, 2025, to January 31, 2026, 157,246 individuals signed up for a Qualified Health Plan, a notable 4% increase compared to the previous year.
Notably, 51,629 individuals are part of the Covered CT Program, a significant rise from last year's 41,165. The Covered CT initiative, funded by the State of Connecticut, covers premiums and cost-sharing for eligible individuals at no cost. Dental coverage through Access Health CT also increased, reaching a total of 19,416 enrollees, a 9% hike from last year.
Regulatory Shifts and Enhanced Outreach
The recent enrollment period was influenced by regulatory shifts, such as the cessation of enhanced premium tax credits under the American Rescue Plan Act and the Inflation Reduction Act as of December 31, 2025. While these changes reduced financial assistance and led to a nationwide drop in Affordable Care Act Marketplace enrollments, Connecticut saw increased participation. Enhanced outreach efforts contributed to this, with Access Health CT expanding its support services online, in person, and by phone.
Access Health CT extended its Navigator program to six locations and added four mobile enrollment specialists to its Health Equity and Outreach team, conducting multiple enrollment events statewide. Now offering a Special Enrollment Period starting February 1, Access Health CT's CEO James Michel noted, "Another record-breaking enrollment year shows that Connecticut residents are prioritizing their health and the peace of mind coverage provides," emphasizing the importance of insurance for accessing preventive care and managing unforeseen medical expenses.
