SCAN Health Plan Achieves Milestone with Record Enrollment and Quality Care

SCAN Health Plan, a prominent not-for-profit Medicare Advantage (MA) organization, has achieved a significant milestone, ranking among the top 10 nationally based on membership size. SCAN also leads as the top health plan in California outside of the Kaiser Permanente system. This development comes after a remarkable 40.6% increase in enrollment during the latest Annual Enrollment Period (AEP), adding 127,000 members and bringing total membership to approximately 440,000.

Dr. Sachin H. Jain, CEO of SCAN Group and SCAN Health Plan, characterized this growth as a “defining moment” for the organization. He stressed the importance of expanding in a challenging market for Medicare Advantage plans, where nonprofit plans prioritize serving members over shareholders. This approach underscores SCAN's commitment to maintaining high-quality care and competitive benefits.

SCAN credits its success to a strategy centered on responsible growth and a distinctive member experience. The organization's dedication to quality is evident, as all SCAN health plans eligible for Star Ratings from the Centers for Medicare & Medicaid Services (CMS) received 4 Stars or higher for 2026. Notably, California plans have consistently achieved this rating for 13 consecutive years.

Addressing the healthcare challenges faced by older adults, SCAN launched initiatives like the "Health Insurance is Broken" campaign, aimed at enhancing member experiences through personalized service and value-based care. Karen Schulte, President of Medicare for SCAN, noted that their rising rankings reflect the trust and value members place in SCAN's mission and commitment to quality care, demonstrating that growth and a mission-driven approach are indeed compatible.

Established in 1977 by pioneers known as “the 12 angry seniors,” SCAN has grown from a regional plan to one of the most significant not-for-profit MA providers, now operating in 33 counties across six states. Looking forward to 2026, SCAN aims to continue strategic growth while fostering broker partnerships and enhancing benefit designs to strengthen preventive care and chronic disease management.

Demonstrating its commitment to specialized care, SCAN reports record enrollments in its Institutional Special Needs Plan, SCAN Embrace (I-SNP), now the largest of its kind in California and Arizona. This initiative highlights SCAN's dedication to high-quality care for members with complex healthcare needs.
