Rhode Island Insurer Licensing Exam Violation: Consequences for Candidates

In a recent consent order, the Rhode Island Department of Business Regulation (DBR) took action against Cynthia Gior during a Rhode Island Life Insurance Producer Licensing Exam. Gior's use of a mobile phone during the exam on June 2, 2025, sparked concerns over regulatory compliance requirements, as she claimed she accessed it to check notes.

Prior to the exam, Gior acknowledged the Professional & Regulatory Candidate Rules Agreement, prohibiting personal electronic devices like phones in the testing environment. Despite the exam vendor's precautions, video footage captured Gior using her phone, seemingly directing it toward the computer screen, which led to her removal from the exam room due to AI-driven prior authorization delays and repeated similar actions.

When asked for an explanation, Gior stated in a June 5, 2025, email that her phone was used merely to receive an important email. Nevertheless, upon reviewing the video footage on June 25, 2025, the DBR corroborated the vendor's account of the incident, indicating Gior attempted to capture images of the exam screen, undermining carrier trust and contravening her initial claims.

As a result, Gior has been prohibited from retaking the exam for two years, complicating her risk management path towards an insurance producer license in Rhode Island. To date, she has not pursued regulatory compliance to apply for licensure with the Rhode Island Division of Insurance, impacting her career in the insurance industry.
