Québec Auto Licensing Fees Cut Up to 75% in Rebate Program by SAAQ

Vehicle ownership in Canada’s Québec province includes numerous costs, from fuel to insurance and maintenance. While hybrid and electric vehicles have helped reduce fuel expenses for some, insurance premiums and routine upkeep continue to escalate. The Société de l'assurance automobile du Québec (SAAQ), responsible for driver licensing and public auto insurance in the province, is addressing historical overcharging by implementing a rebate program. This initiative significantly reduces the annual licensing fee for eligible drivers, aiming to reimburse residents for previous overbilling. For 2026, qualified drivers will experience a 75% reduction in their licensing fees, lowering the cost from approximately $121 to just over $50. To benefit most, drivers must maintain a clean record without any demerit points. Others with demerit points will see variable discounts, with fees increasing alongside the number of points. Drivers with one to three points pay the full fee of about $121, while those with higher points face escalated licensing costs, reaching over $600 for 15 or more points. The program blends regulatory compliance with financial rectification, reflecting how public insurance entities may adjust fees based on driver behavior and past administrative errors. This ongoing adjustment underscores the intersection of driver risk management, public insurance policy, and fiscal accountability within the Québec auto insurance market.
