HUD Announces 2025 Sonoma County Continuum of Care Funding with New Housing Caps

The U.S. Department of Housing and Urban Development (HUD) released the 2025 Notice of Funding Opportunity (NOFO) for the Continuum of Care (CoC) program, opening competition for approximately $4.26 million in combined new and renewal project funding for Sonoma County. This funding supports projects aiming to address homelessness through housing and supportive services. A key update in this year's HUD funding guidelines introduces caps on permanent housing (PH) funding at 30% of the CoC's Annual Renewal Demand (ARD), limiting Sonoma County to $1.28 million in PH project funding. Although current permanent supportive housing renewals total over $3.3 million, $2.05 million of this will be reallocated due to the cap, affecting the distribution of renewal funds within the local competition. New project proposals must adhere to local application guidelines detailed in the Request for Proposals (RFP). The deadline for submitting applications via HUD's e-snaps system and local supplemental materials is December 15, 2025, by 12 pm. Applicants are advised to submit early due to high system demand on the deadline date. Prospective applicants must have a current sam.gov registration with an active Unique Entity ID (UEI) to participate in this federal funding opportunity. This registration process can be lengthy, so early action is necessary to ensure eligibility and access to HUD’s application platform. Applicants can find comprehensive details and submission instructions on the Sonoma County Health Services Continuum of Care competition webpage.
