Upcoming Contracting System Blackout Period  

Contracting systems will be closed after November 28th- December 15th.

As we shared in the October 23 Broker Insights newsletter1, exciting Medicare Advantage (MA), Prescription Drug Plan (PDP), and Supplemental Benefits (CSB) business technology changes are coming your way on December 15! These changes include the implementation of a new contracting system.

To successfully transition to this new system, we must retire our current contracting portals, ExpressWay (CSB) and Producer Express (MA/PDP).

This activity requires a system blackout period, which will begin at 5 p.m. CT / 6 p.m. ET on Friday, November 28, and end on Monday, December 15. Recruiting and contracting capabilities will not be available during this time.

Please note: Agent appointments will continue to be processed during this period.

 What to expect during the blackout period:

November 28 is the last day to submit contracts through ExpressWay, Producer Express and the third-party vendor, SuranceBay (CSB). It is also the last day to complete all contracting requirements.

  • Please review submissions closely for accuracy and completion as incomplete or inaccurate contracts may not be processed.
  • At the end of the business day, all open but incomplete contracting requests will be closed, and must be re-submitted when the new contracting system is live.
  • For CSB: Paper contracts may be submitted during the blackout period, but will not be processed until the new contracting system is live.
  • For MA: This is also the last day for all notice of intent to change requests via the Request for Release form. Hierarchy changes may be submitted directly into the new contracting system when it is live.

December 15, the new contracting system is expected to open and you will be able to resume agent and agency contract submissions.

Important update regarding plan offerings for 2026

The plans below will no longer be commissionable starting with January 1, 2026 effective dates.

As we look ahead to AEP 2026, we are making some changes to our PPO plan offerings that will allow us to continue to deliver on our commitment to serving our mutual customers. Starting with January 1, 2026 effective dates, we will no longer pay commissions on select PPO plans.

What you need to know:

·     The new and existing PPO plans listed below will not be commissionable starting with January 1, 2026 effective dates for any new business.

·     We will continue to pay renewal commissions for any customers that remain on one of our existing PPO plans listed in the first table.

·     There is no impact to commissions on the plans listed in the tables below through December 31, 2025.

Visit Producers' University now to complete your 2026 Medicare Advantage (MA) and Prescription Drug Plan (PDP) Certification requirements. You can access Producers' University via single sign-on after logging in to CignaForBrokers.

Producers' University downtime beginning this weekend

Our 2026 Medicare Advantage (MA) and Prescription Drug Plan (PDP) Certification will launch on Monday, July 21! To prepare for the launch, Producers' University will undergo scheduled maintenance and will be unavailable from July 11-20.

During this time, MA, PDP, and Cigna Healthcare® Supplemental Benefits users will not be able to access site resources either through direct login or via the Training link on the CignaForBrokers dashboard.

Information about an upcoming contracting system blackout period. 

Online contracting submission will be unavailable from June 28- July 20.

To successfully transition to our new system, we must retire our current contracting portals, ExpressWay (CSB) and Producer Express (MA/PDP).

This activity requires a system blackout period from June 28 – July 20, during which time recruiting and contracting capabilities will not be available.

Please note: Agent appointments will continue to be processed during this period.

What to expect during the blackout period:

·     June 27 is the last day to submit contracts through ExpressWay, Producer Express and the third-party vendor, SuranceBay (CSB).

·     For CSB: Paper contracts may be submitted during the blackout period, but will not be processed until the new contracting system is operational.

·     July 10 is the deadline to complete all contracting requirements.

·     July 21, the new contracting system is expected to open and you will be able to resume agent and agency contract submissions. 

 

 

2026 MA & PDP Certification Update

 

Due to this and other business technology changes, 2026 Certification for Medicare Advantage and Prescription Drug Plans will be delayed until late July. We’ll share details on 2026 certification, products and benefits in the near future.
